About blink
What is blink?
blink is a one of its kind app that allows you to transact directly from your bank account, on any smartphone, any network, anywhere, anytime, instantly in a most secured manner.
Payments can be performed by scanning the National QR code (MauCAS). You can also send money instantly from or to any bank, recharge your mobile and much more.
Who can use blink?
Anyone can use blink with a smartphone having a local SIM card.
What can I do with the blink app?
With blink you will be able to:
• Pay all accredited Emtel merchants (shops, restaurants, etc)
• Transfer money to other blink users
• Transfer money to your local commercial bank account(s) or another person’s local commercial bank account(s)
• Recharge your Emtel mobile or someone else's number
• Request money from your contact who has already registered to blink
• Check your transactions
• Add as many bank accounts as your would wish to & much more
Can blink be used if I am from any other local mobile network operator?
Yes. The app is available to all mobile operators across the Island, including Rodrigues and can be accessed for free on Emtel network. You will need to have a local commercial bank account to register to blink.
Can I use any handset to install blink?
You will need a smartphone or device to be able to download blink either from App Store (iOS/Apple), Google Play (Android) or Huawei AppGallery.
Do I need an internet access or WiFi to use blink?
Yes. You will need either a WiFi connection or mobile data to use blink.
When using the app, Emtel mobile customers will not be charged for data usage.
However, data charges may apply by the respective operator if you are with another mobile operator.
Is blink a secured & safe app?
Yes. blink works within a totally secured environment & follows the security norm mentioned in the Bank Of Mauritius Guideline on Mobile Banking and Mobile Payment Systems. The app works only through the use of an mPIN or your fingerprint.
Is blink regulated by any law?
blink is licensed by the Bank of Mauritius & follows the international payment security standard.
Registration
How to download the blink app?
You will need a smartphone or device to be able to download blink either from App Store (iOS/Apple), Google Play (Android) or Huawei AppGallery. Please note that you will not be charged for data when downloading the app if you an Emtel user.
Which documents are required for registration?
If you are a citizen of Mauritius, to register to the app, you will need your
1. NIC/ Passport
2. a proof of address (Telephone bill/ CWA bill/ CEB bill/ Bank statement) under your name which is less than 3 months
3. the mobile number
4. your email address
If you are a foreigner, you will need your
1. Passport
2. Lease Agreement, Work/ Residence Permit
3. mobile number
4. your email address
How to register to blink?
After downloading blink, you will need to do the following:
• enter your full Name as per your NID/ Passport
• enter the mobile number
• enter your email address
• select whether you are a citizen of Mauritius
• enter your NIC/ Passport number
• agree to the Terms and Conditions
• enter the access code (OTP) you will receive by SMS on your mobile
You will then be required to do the following:
• upload the required documents
• agree to the Privacy Policy
• set up your 4-digit mPIN which should not be consecutive or repetitive numbers. Note that you will use this 4-digit mPIN to confirm all your transaction requests.
• After successful validation of your documents, you will receive a notification
• You may then proceed to add your bank account(s) by clicking on ``Link Bank`` & follow the steps
I am not sure about the mobile number which I have used to register with the Bank. What should I do?
Please contact your bank to get the mobile number you have used to register with your bank account.
Is there a registration fee?
No, there it is free of charge.
Do I need an Emtel SIM card to use blink?
No, you may use any other local operator’s SIM card to use blink services.
Will I be charged for internet connection to use blink?
You will not be charged for mobile internet connection with your Emtel SIM card when using blink.
However, if you are using a SIM card from other local mobile operators, you will be charged as per the tariffs of the operators. Alternatively, you may also access blink through WiFi.
Can I visit an Emtel showroom to bring the required documents instead of uploading them on the blink app?
Our Emtel representatives in the showrooms will be pleased to assist you for onboarding of the documents on the app. You may also refer to the ``How to`` videos on our website for any assistance.
Can I register to blink using an Emtel corporate SIM card?
Yes. blink is currently available for customers using a Corporate SIM card too. Yet, since the sim is registered under a Corporate name, you will have to visit an Emtel Showroom to validate your NIC and address.
Bank Information
How can I add my bank account after successful registration to the blink app?
After successful validation of your documents, you will be notified through an SMS & with an in-app message.
To link your bank, open the blink app. Click on ``Link Bank`` to add your bank account(s)
• Select your bank from the available list
• Enter your bank account
• Enter the mobile number registered to your bank account
• The first account added will always be set as primary
• You may add other accounts and set your account as the primary account by clicking in the tick box & click on Proceed
• Enter the access code (OTP) you will receive by SMS on your mobile & click on Proceed
Can I link more than one bank account to my blink app?
You may add as many local bank accounts you wish to through the options of:
(i) clicking on the prompt of adding a new bank account
(ii) or by clicking on Profile option, select My Bank Accounts & click on Link New Bank
With which bank(s) can I link my blink app to?
You can link your bank account from any of the following local commercial banks:
ABC Banking, ABSA Bank (Mauritius) Ltd, Afrasia Bank, Bank of Baroda, Bank One Ltd, BCP Bank (Mauritius) Ltd, HSBC Mauritius, MauBank Ltd, Mauritius Commercial Bank (MCB), SBI (Mauritius) Ltd, State Bank of Mauritius Ltd (SBM).
I am getting an error message when linking my bank account. What should I do?
Kindly ensure that the mobile number provided when you link the bank is the same one you have registered with your bank account. If you still face the same issue, kindly contact your bank.
What is the daily transaction limit?
You can set a minimum amount of Re 1 and a maximum limit of up to Rs 100,000.
Note: The daily transaction limit can go up to the limit set as per your respective banks if any.
Can I link my Credit Cards on blink?
No, it is not possible to link any credit card to blink. You will be able to link only your local commercial Bank account(s).
Can I link a PayPal account number on blink?
No, it is not possible to link a PayPal account to blink. You will be able to link only your local commercial Bank account(s).
Is it possible to link a joint account to the app?
Yes, you will be able to link a joint account provided that your bank allows digital transaction on such account.
Can I link the same bank account as my partner if we are registering with our own numbers?
Yes, this is allowed provided that both have a joint account and your bank allows digital transaction on such account.
Would you know if my bank allows digital transactions on joint account?
You will have to check this information with your bank.
If I do not link my bank account, will I still be able to use the app?
It is essential that your blink app is linked to your Bank Account for you to be able to transact.
Is it required to do any cash-in to be able to use blink?
No, it is not required to do any cash in to be able to use blink. You only need to have a bank account linked to your mobile number.
Send Money
How can I send money to someone using blink?
To send money to someone using blink:
• Go to ``Pay Contact`` on blink
• Enter the mobile number of the beneficiary
• Enter the amount
• Enter the Remarks
• Click on Proceed
• Enter your 4-digit mPIN & click on Continue
You may also do the following:
• Go to ``Payees`` on blink
• Click on ``Send Money``
• Enter the mobile number of the beneficiary
• Enter the amount
• Enter the Remarks
• Click on Proceed
• Enter your 4-digit mPIN & click on Continue
How can I transfer money to any local commercial bank?
``To send money to any local commercial bank:
• Go to ````Bank Transfer```` on blink
• Select the Bank Name
• Enter the Bank Account Number
• Enter the Recipient's Name
• Click on Continue
• Enter Amount
• Enter Remarks
• Select the bank you would the amount to be debited from
• Click on Proceed
• Enter your 4-digit mPIN & click on Continue``
In the event I have more than one registered bank account, which one will be credited in case money is received from a sender?
If you have more than one bank account linked to blink, the amount will be credited to your Primary bank account which you selected.
I have sent money to a contact who is not registered on blink. Will the latter receive the money?
No, the functionality ``Pay to Contact`` is possible towards blink users only. The transfer will not go through and you will be notified of same. You may still however do a bank transfer as follows:
To send money to any local commercial bank:
• Go to ``Bank Transfer`` on blink
• Select the Bank Name
• Enter the Bank Account Number
• Enter the Recipient's Name
• Click on Continue
• Enter Amount
• Enter Remarks
• Select the bank you would the amount to be debited from
• Click on Proceed

Will I be charged for any transfer from my blink app to another blink app user?
No. The transfer is free of charge.
What is the minimum amount I can transfer?
The minimum amount is Re 1.
What is the maximum amount I can transfer?
``The maximum amount is Rs 50,000.
Note: The daily transaction limit can go up to the limit set as per your respective banks.``
How can I change my transaction limit?
``To change your transaction limit,
• Go to your ````Profile```` Menu on blink
• Select ````Set Transaction Limit````
• Set the ````Minimum Limit````
• Set the ````Maximum Limit````
• Click on ````Set Limit```` to validate the choice``
Request Money
How can I request money to someone using blink?
To request money to someone using blink:
• Go to ``Request Money`` on blink
• Search your contact
• Enter the amount
• Enter the Remarks
• Click on Request
• Enter your 4-digit mPIN & click on Continue
You will be notified that the request has been sent and the person to whom you sent the request will also be notified
Payment Information
How do I make a payment using blink?
There are 3 ways to make a payment with blink:
- By scanning any registered MauCas QR code at the merchant’s counter with your blink app.
- By paying to the mobile number of the person using blink.
- By paying directly to a bank account.
What is a QR code?
Quick Response (QR) is a machine-readable code and is displayed at all registered merchants. You may scan the QR code to make your payments.
You also have a QR code in your blink app that you can use to receive payments.
Go to your Profile option and click on My QR Code.
How can I get my QR Code?
To get your QR Code, go to your Profile option and click on My QR Code.
How do I make a payment using the scan option?
There are 2 ways to make a payment using Scan & Pay:
1. Scan a registered MauCas QR code:
• Go to ````Scan & Pay```` on blink
• Scan any registered MauCas QR code
• Enter Amount
• Enter Remarks
• Select the bank you would the amount to be debited from
• Click on Proceed
• Enter your 4-digit mPIN & click on Continue
2. Using a mobile number:
• Go to ````Scan & Pay```` on blink
• Enter the Mobile Number
• Enter Amount
• Enter Remarks
• Select the bank you would the amount to be debited from
• Click on Proceed
• Enter your 4-digit mPIN & click on Continue
Will I be notified when I make a payment?
Yes, you will be notified through an SMS and with an in-app notification for each transaction.
How I can check my transactions?
You can check all your transactions instantaneously under the bell icon or under the Recent Transactions menu. You will have the details of the date, amount, transaction ID & other details. You will also be able to share the transaction details.
Will I need an internet connection or WiFi when making a payment?
Yes. You will need either a WiFi connection or mobile data to use blink.
When using the app, Emtel mobile customers will not be charged for data usage.
However, data charges may apply if you are with another mobile operator.
If I have wrongly entered any amount and paid a merchant, what can I do?
You may immediately inform the merchant so that the extra amount is refunded as per mutual agreement between you and the merchant. Else, you may also contact us on 8971 for further assistance.
Bill Payment
How can I pay my Emtel bill with blink?
``You can pay your Emtel bill as follows:
• Go to ````Pay Bills```` on blink
• Search for Emtel Ltd
• Enter the Mobile Number
• Click continue
• Select the bill you would want to pay
• You may change the amount under each bill generated to make a part payment
• Select the bank you would the amount to be debited from
• Click on Pay Bill
• Enter your 4-digit mPIN & click on Continue``
Can I make a part-payment for my Emtel bill?
Yes, you can do so by changing the amount under each bill generated to make a part payment.
Can I pay other bills, including utility bills also?
``Yes, you can do as follows:
• Go to ````Pay Bills```` on blink
• Search for the available Service Provider(s)
• Enter the required details
• Click continue & follow the steps
• You will be required to enter your 4-digit mPIN to complete the transaction``
Do I need to enter my utility bill's ``customer number`` each time a payment is effected?
You will have to input the biller’s identifier when initiating the payment for the first time.
Once the payment is done, you will have the option to save the biller as favourite for future payments where you will not need to enter the details again.
What are the bills which I can pay using the App?
You may pay your bills to:
Emtel Ltd, Canal+, CEB, ILA, Rogers Capital, SICOM Life Insurance Ltd and SICOM General Insurance Ltd.

Can I use any other QR code other than the Emtel QR Code to make a payment?
Yes. You may scan the QR code of other merchants having a MauCas logo.
What should I do if I am not able to scan the code at a merchant's store and the payment does not go through?
You need to ensure that the QR code scan is good and it should fit in the scanning area of your blink app.
Also, please check if the Merchant’s QR code is of good quality. As an alternative, you may pay using the merchant’s mobile phone number.
What will happen if I enter an incorrect merchant details?
When you submit your payment, the transaction will be processed if all the details are input for a valid merchant. If the details are incorrect, your request will be rejected.
I am a merchant and I am not receiving any message when customers are transacting. What should I do?
You are recommended to check whether your phone's message inbox is full. In case it is full, clear some messages.
Recharge
What can I do with the recharge option?
You can recharge your prepaid mobile or prepaid Airbox with this service. You may also recharge someone else's number with this option..
What benefits do I get when I do a recharge on blink
Will I be notified when I make a recharge?
Yes, you will be notified through an SMS and with an in-app notification for each transaction.
What happens if do not receive any SMS for a transaction?
You can check if the transaction has been successful or not by clicking on the bell icon or by checking the transactions in your app.

Security Measures
How can I keep my blink account safe?
For security at all times, never share your mPIN.
Can I change my mPIN?
If you have forgotten your mPIN, open your blink app and click on “Forgot MPIN” to generate a new one.
What should I do if I have forgotten my mPIN?
If you have forgotten your mPIN, open your blink app and click on “Forgot MPIN” to generate a new one.
How do I reset my password if I have locked my blink app after 3 unsuccessful mPIN attempts?
To unlock your mPIN, click on Forgot mPIN on the blink app.
You will need to enter your Bank Account Number which you have used for the bank linking. Carefully input the details to successfully unlock your mPIN immediately.
What are the security measures I should take with my blink?
Never share your MPIN to anyone.
Can someone else use my phone and make transactions?
No, the person will require your mPIN or fingerprint to be able to make any transaction on your device.
I have lost my phone how do I do?
If you have lost your phone, you need to either send a mail on emtel@emtel.com, call Emtel Customer Care on 8971 or walk in an Emtel showroom with your ID card to suspend your account.
What should I do if I change my phone?
``Prior to the replacement of your device, you should:
• Uninstall the blink app from your old phone.
• Download blink from App Store (iOS/Apple), Google Play (Android) or Huawei AppGallery on your new phone.
• Input your details (Name, NID/ Passport) and click on Continue
• Set your new 4-digit MPIN.``
If I change my mobile number what should I do?
If you change your mobile number, you will have to register again on blink with the new number and enter your personal details.
Once the validation is done by Emtel, you will be able to link your bank account.
You may send an email on emtel@emtel.com or visit an Emtel showroom to disable the previous mobile number.
I have sent my phone for repairs, how can I have access to my blink?
In the event that you send your phone for repairs, we recommend you to uninstall the app on the handset before sending it for repairs. While using your SIM card on another handset, you may download and install the app on the replacement device until your device is repaired. The same process applies when your handset has been repaired.
In case I have different mobile numbers registered with my banks, which mobile number should be input to link the bank account?
You should use the mobile number which you have registered at your respective bank for authentication.
Is there any restriction in using the blink app on different devices?
You will be allowed to use one device at a time. In the event of any change in device, you will have to link your registered bank again.
Cim Finance on blink
What can I do with Cim Finance on blink?
If you are a Cim Finance customer, you can easily make your monthly agreed payments via blink.
How can access Cim Finance on blink?
You can locate Cim Finance under the ‘Pay Bills’ section on the blink Home screen.
How can I pay my Cim Finance monthly installment on blink?
You can make your Cim Finance Repayments as follows:
1. Go to ``Pay Bills`` on your blink app
2. Search for “Cim Finance”
3. Add your “NIC Number”
4. Click on “Continue”
5. Tick the bill(s) you would want to pay
6. Select the bank you would the amount to be debited from
7. Click on “Pay Bill”
8. Confirm your payment by clicking “Yes”
9. Enter your mPIN
10. Click on “Confirm” to complete your payment.
I have several installments with Cim Finance. Can I make a part payment to Cim Finance for a specific installment?
Yes. Part-payment can be done.
If I have a late payment, will the total amount be displayed on blink and include the late payment fee?
Yes, the amount due displayed includes arrears and late payment fees for non-credit card agreements.
Can I make payment for Cim finance for my friend or relative?
No. You can only make payments for contracts under your NIC. Any user who wants to make a Cim Finance payment has to make a payment from his/her own blink account.
I have two agreements with Cim Finance, one is on Direct Debit. When I access blink, how would I know which one to settle?
When you access Cim Finance on blink, all your active agreements with Cim Finance will be displayed with the amount to be paid. You can then select the one you wish to pay.
When I use blink to pay Cim Finance, will the payment be credited instantly?
Yes, the payment will be credited instantly to your Cim Finance agreements.
Can I make payments for some of my Cim Finance agreements and not all?
Yes, you can select the desired payments to be made and proceed.
When I enter the contract number and all credit purchases are displayed. How will I identify which amount is related to which credit purchase?
Each credit purchase is linked to an agreement number. The amount displayed is for that agreement. For more information on your Cim agreement details, you may visit the MoFinans app: https://m.cim.mu/mofinans-ips.
Do I need to enter my ‘NIC Number’ each time a payment is effected?
You will have to input the ‘NIC Number’ when initiating the payment for the first time.
Once the payment is done, you will have the option to save the biller as your favorite for future payments. Thus, you will not have to enter your NIC again.
Will I get a receipt for my payment?
Yes, following successful payment the receipt will be displayed on the screen with the possibility to either download or share the receipt at your convenience.
How will I know whether my payment to Cim Finance has been successful or failed?
A confirmation message will be sent to your mobile number following each successful payment.
In case you don’t receive a message, you are recommended to check whether your phone's message inbox is full. In case it is full, we invite you to clear some messages.
Whom I shall contact if I need assistance?

Will I be able to see the list of my past agreements?
You will only be displayed your active agreements, which has a due amount.
